The plaque reads:

Colonel, United States Army, Retired. Founder and president
15 years of the Monterey History and Art Assn. Ltd.
Commanding officer, Presidio of Monterey, 1928-1930
Fort Ord, 1941-1942. Member of Rough Riders of Spanish
