The top floor contains District and Magistrate Courts, the second contains court clerks and the Bankruptcy Court, and the first floor contains the US Marshals Service, Probation, Pretrial Services and the Grand Jury Suite. The plans are organized in accordance with GSA Courts Guidelines, separating secure, restricted and public circulation areas.

On the third floor there are two WPA era murals from 1941 created by artist Howard Cook. They are called "Port Activities and Harbor Fisheries". They are oil on canvas.

Since 9-11 there has been a prohibition of photography inside courthouse for security sake. Therefore, you can view the murals but not photograph them.
