Eddie Deussen, Jr. was an outstanding civil servant in Ponder for many years, and this park was named for him. The windmill stands in the original park, which has since been expanded in size to include a playground, a restroom, and picnic facilities. Near the windmill is the old 1880s Christal-Burnett School House, a one room schoolhouse that served the area until the 1930s, being moved into Ponder in the 1950s. There is no indication as to the windmill's provenance, and while there is a cistern in front of it and some bits and pieces of surviving equipment, the windmill is purely decorational.

The park is free, open during daylight hours.
