Der Döbraberg kann auf eine über 40-jährige Militärgeschichte zurückblicken. Nach den Flak-Stellungen im 2. Weltkrieg begann man in den Jahren 1960/61 unter Federführung der OFD Nürnberg, die ersten Gebäude auf dem 794 m NN hohen Gipfel im Frankenwald zu errichten.
Das Bundesministerium für Verteidigung, und hier die Luftwaffe, war der Auftraggeber. Zur gleichen Zeit befanden sich Einheiten der US-Air Force und eine Kompanie (121.) der deutschen Luftwaffe in Hof in der alten Radarstellung auf der Hohen Saß. Hier ist auch der Ursprung der Luftraumüberwachung für den Döbraberg zu sehen.
