This building is generally referenced as "the old bank," and it has not been city hall in some time. The benchmark disk is in excellent shape, and very easy to find: At the entrance, you'll see the tiled "Bank" approach on the ground in front of the doors. Scan to your left (slightly southeast) and you'll see the disk below those three granite columns.

IN THE TOWN OF, AT CITY HALL, VERTICAL BRONZE TABLET SET IN GRANITE BASE FOR THREE SMALL COLUMNS AT NORTHEAST SIDE OF MAIN ENTRANCE TO CITY HALL, 222 FEET SOUTHEAST OF CENTERLINE OF ROCK ISLAND R.R. MAIN LINE TRACK, 48 FEET SOUTH OF CENTERLINE OF MAIN STREET, 44 FEET EAST OF CENTERLINE OF CAPITAL AVE., 4.6 FEET NORTHEAST OF CENTERLINE OF MAIN ENTRANCE TO BUILDING, 1.8 FEET ABOVE SIDEWALK.
