This is known as the Harris Hill Overlook. There are swings at the edge overlooking the Chemung River Valley. There is also a large sculpture of a glider wing. If the gliders are flying you can watch them from here.

"The surrounding countryside is especially scenic, and from the Harris Hill Overlook, adjacent to a small airfield, there’s a spectacular view of the Chemung River Valley. Harris Hill is considered the birthplace of soaring in the U.S. In the 1930s, aviation pioneer Dr. Wolfgang Klemperer recommended that the site be used for a national soaring contest, and Harris Hill went on to become the first permanent location in the U.S. for national soaring competitions."
