The sign reads as follows:
"TURNER BUILDING
1960
As part of a major rehabilitation effort in the Pico/Garnier Block during the 1960s, this small brick structure was designed by Barnett C. Turner in the style of the previous building on the site that had been used by the Chinese occupants. It is named after its architect, who was responsible for much of the park’s architectural work for 1946 to 1974. This structure was planned as a service building for the rest the block"
