Jubilee hall and terrace is now known as Austin hall and terrace was built in 1889 for the Geelong Ladies Benevolent Association (now known as the Geelong and Western District Benevolent Association),and designed to provide accommodation for "women of educated classes in reduced circumstances". The benefactress ,Elizabeth Austin, was the widow of Thomas Austin who made his fortune in the wool trade.
The clock tower has an arched entry into the hall at the base plus two upper floors, the tower is topped with a slate roof and a flag pole. The clock has white dials, roman numerals and hands both in black.
