This is a 'spore-looking' water tower for the Asia Pacific International University (previously called Mission College, until University status given in 2009.

It still clearly has on it "Mission College", which was established in 1988, tho that name was dropped when it was given University status in 2009.
This is used to pressurise the water for reverse osmosis filtration, before being UV irradiated, then piped through the university.

Personal story: In December 2015, I was headed to Thailand for a `4 weeks holiday', where for one week I would be teaching geocaching to various groups of 10 - 16 year olds, and their leaders. This is a group 'like' Boy Scouts, called Pathfinders.
For them to gain the merit badge they would also need to find a minimum of 3 geocaches, and when I was asked in March 2015 if I would be happy to teach geocaching I had checked (online) the area and with 3 caches within 5 km of Camp Chaipiti, where the 'Jamboree' would be held, I was happy to get on and help.
However, by August, after I had contacted the cache owner of those three caches (one of which was placed in 2008, and still not found) to see if they were still functional, they were Archived. So fortunately I was able to get to Muak Lek, about 2 hours north of Bangkok, two weeks early. The difficulty I found was that without maps the locals had no knowledge of direction (and distance), and my mis-pronunciation did not help.
When I arrived at Camp Chaipiti (on the back of a motorbike, with all my gear) I was told I could not stay there (and I didn't want to), but was directed to the person who was in charge of finding accommodation for the foreign delegates. So with all my gear I was headed back south, along country lanes, until I could see over my driver's shoulder this water tower, with "Mission College" on it straight ahead. Immediately around the corner was a security boom gate with a guard house.
The motorcycle driver spoke in Thai to the guard, giving him a piece of paper, with instructions. They weren't too sure of what to make of it all. When I saw the sign for Asia Pacific International University, something triggered a memory, and even tho there was no familiar logo of the Adventist Church I asked if this was operated by the Seventh-day Adventist Church, and was told yes. So while it was only 7 km from the Camp Chaipiti site (ATCF) it took about 15 km of riding to get there.
I was fortunate to have people there that spoke English that could help me out, and with borrowing bicycle, I was able to get back out and place some appropriate caches in readiness for the 'Jamboree'.
That morning, in Bangkok, within 6 hours of arriving I had walked from the airport to the Mission Hospital, (which I knew as the Bangkok Adventist Hospital), where I had been given assistance in getting the correct bus.
Also, just before the bend in the road from first seeing this water tower, there was a large sign for "Mission Health Promotion Center", and I did understand that it could have been (and it is) an outreach also of the Adventist Church. As a Registered Nurse this (health promotion) always interests me.
