The plaque says, "Teddy J. Betts 1955 - 2010 "Mr. Patapsco"
"It's not a new thing, the stacking of rocks. There's something delicate about the balancing the stones....sometimes you find the sweet spot right away, and sometimes it takes a little more work. I do them as a form of meditation...it's sort of spiritual, being out in the river and stacking rocks. I do it to honor the beautiful surroundings."
