Based off the Grand Lodge website of Oregon, I could find no listing for this Roseburg Alpha Lodge No. 47, Roseburg Temple 43 so I'm assuming this lodge isn't part of the Grand Lodge of Oregon. The building is a contributing building as part of the Roseburg Downtown Historic District and listed as #124 on the National Register of Historic Places Nomination Form. The Knights of Pythias Hall was constructed in 1910.
