This life-sized sculpture depicts a basketball player... it doesn't seem to be a particular person. The jersey merely reads "NOLA 1" which is probably just a bit of cheering for the home city of New Orleans. The player, colorfully painted with purple shorts and jersey seems to be about to shoot the ball with his right hand.
There is no sign at the site indicating the artist, title or date. It is difficult to tell...but it is probably made from fiberglass.
