This machine is located in a covered outdoor structure across from the Blacksmith shop in San Diego's Old Town. It is located next to a tire bender - See (visit link)

The blacksmith shop in turn is behind the Seeley Stable Museum.
A placard explains that this machine was used to shrink and tighten the iron bars on wooden wheels on wagons, carts and buggies. Apparently this was a required maintenance function for wheels that over time were damaged by use on rough roads.
An old covered wagon is behind the machine.
