"NTC Park
In late September 2001, the U.S. Navy completed the public benefit conveyance of the 46-acre public park and a 3-acre eastern shoreline esplanade area to the City of San Diego. The conveyance was a direct result of a cooperative community planning effort supported by the Navy and the City to enable the construction of the regional NTC Park and eventually the waterfront esplanade along the east side of the boat channel.
Conceptual plans included both active and passive recreational opportunities for residents and visitors alike. Design of the "active use" area included an aquatic complex, multi-use sports fields, a basketball court, and children's play area. The "passive use" area included open space for special events, festivals, and picnics, along with a natural habitat area. The esplanade was envisioned to include a landscaped pedestrian, bicycle, and recreational trail incorporated around the waterfront.
The conceptual park general development plan was approved by the City Council in May 2003 and by the Coastal Commission in February 2004. This plan continues to provide for the concept of the broadest possible uses pending future funding for any construction and ongoing operations and maintenance.
NTC Park began construction in fall 2004 and opened to the public in December 2009. Construction of the eastern shoreline esplanade area improvements is pending."
