A 6' diameter relief sculpture featuring the head and upper chest of poet Joel Barlow was created by Charles Henry Niehaus and installed on the east façade of the State Capitol building around 1885. The first from the left of six marble, roundel, sculptures depicts Joel Barlow wearing a jacket and high-collared ruffled shirt, in bas-relief, and his head in high relief inside a recessed circle. The inscription JOEL BARLOW frames his head.

Joel Barlow was born on March 24, 1754 in Redding, CT. He graduated Yale College in 1778. In 1786, he was admitted to the bar. He was a member of a group of young writers including Lemuel Hopkins, David Humphreys, and John Trumbull, known as the "Hartford Wits."

His epic poem "The Columbiad" (1807) was an extension of an earlier poem "The Vision of Columbus" (1787). However, he is best known for The mock-heroic poem "Hasty-Pudding" which was published in 1796. In addition, he published "Conspiracy of Kings, a Poem addressed to the Inhabitants of Europe from another Quarter of the Globe" (1792), "View of the Public Debt, Receipts and Expenditure of the United States" (1800). The Political Writings of Joel Barlow were published in 1796.
