If one visits Cabrillo National Monument...the only alternative to paying for parking is to be dropped off by someone. No public transportation comes here. As of January 2016, the parking fee was still $5.

Vehicle cost would rise from $5 to $15 at Point Loma park

Currently, visitors to the Point Loma park pay $5 per vehicle for admission that’s good for seven days. Visitors would pay $15 next summer for the same admission under a proposal by the National Park Service.
Bicyclists and pedestrians, who now pay $3, would have to pay $7. The cost for motorcycles would rise from $5 to $10.
Also, the park service plans to double the price of annual passes from $15 to $30.
The increases would be the first since entrance fees were established at the monument 27 years ago, officials said.
They are part of the National Park Service’s effort to bring fees “into the modern world,” and cover more costs, said Tom Workman, superintendent for the Cabrillo monument.
Workman said the Point Loma park will remain a relative bargain for groups of cyclists and pedestrians. If they arrive in a group of 15 or more, they will pay $15 total, up from $5 for groups, he said.
Similar admission hikes are proposed at national parks from Yosemite to Mount Rainier to Crater Lake.
Workman said the revenue generated by a fee hike in Point Loma would help pay for projects such as restoration of the damaged bayside trail; upgraded informational displays about bunkers dating back to World Wars I and II; and production of a new film about Juan Rodriguez Cabrillo, the first European to arrive in San Diego.
The park, which offers dramatic views of the Pacific Ocean, San Diego Bay and Coronado, is also home to the old Point Loma Lighthouse and provides access to the Point Loma tide pools.
A meeting is set for 4 p.m. Wednesday at the Point Loma monument to gather public input on the proposed fee increases.
