As the plaque reads:
Saskatchewan Diamond Jubilee
1905-1980
This cairn marks the spot where on Saturday, August 16th, 1980, in commemoration of the province of Saskatchewan's Diamond Jubilee, the council and secretary of the Rural Municipality of Willow Creek No.495. Together with the RM if Willow Creek Diamond Jubilee Committee officiated at the dedication of a sealed "Capsule of Time" containing artifacts and printed matter depicting the 1980 lifestyle and times of the municipality's residents.
On a suitable date in the year 2030 the Chief Executive Officer of the local authority is hereby authorized to remove the capsule. Break the seal and publisize the capsules contents for the benefit of all those interested in the history of their forbearers.
