This is the so-called 'Radom' or 'Erdfunkstelle Raisting'. It's a huge white sphere outside of Raisting, Germany, Bayern. It houses a huge satellite dish. The Radom has its own entry at the Wikipedia and is listed in the German Monument Registerers.

The Radom was built 1962/63 by the 'Deutsche Bundespost'.
It was in use from 1965 to 1985.
The Radom was used to get a connetion between the earth and the satellites. Without the Radom the global transmission of the Olympic Games in Munich 1972 or the first man on moon wouldn't have been possible.
To save this technical monument for the future a complete renovation was made 2010-12.
There are guided tours into the Radom every first sunday in month.
All around the Radom are several information boards located - telling the history of the Radom.
