OK, but what would you be waiting for behind the pipe?

Tucked away behind a toilet soil pipe at the rear of the Town Hall, Chapel Street side - on the right when facing the building, is a small, round, cast sign with the wording 'Waiting / Prohibited / On / Even / Dates'.
The wall of the Town Hall at this point is about 1m proud of the next building and the soil pipe runs about 20cm from the join, surely too small a gap to wait in. The roundel is just below the first string course of the Town Hall and can be seen in the gallery photo behind a piece of trailing foliage.
Did the workmen placing the soil pipe realise what they were hiding? I suspect not.
Did you explain the double meaning of the word(s)?: no
Did you explain the location or wording that brings the sign's double meaning to mind?: yes
