The garden was presented to the citizens of Goulburn through the generous donations of Quotarians & friends of Quota in conjunction with the city council in 1988. A walk through the garden is named in honour of Ben Swane, with the Swane family being well known in the propagation of roses. The Goulburn Rose Festival is held annually every second weekend in March.
