The only way one might identify this sculpture as a pirate is to see the parrot on its shoulder and the context of being an attraction for a "rum" store.
Otherwise, this figure is depicted more as a clown with wild striped pantaloons, a hot pink jacket, a coral sash, a long beard and mustache with a blue headband.
