In Castine, within the center of town, is this nautical flag pole.
The pole is located in a green space near Leavitt Hall, off Pleasant Street. It is a white pole with a cross piece on either side. In addition to the flag at the top, up to four flags can be flown on the cross pieces (two per piece). The U.S. flag is at the top-center. The State of Maine flag is on the left, outside position. The Maine Maritime Academy is on the right, outside position. I don't know what the flag is in the right inside position.
Near the base of the pole is a bell with the name "Azalea City - 1943" inscribed. There is also a rope handle hanging off the clapper, so this bell must be presently used. On the pole is a plaque that states,
"In Memory of the graduates who lost their lives in the line of duty during World War II."
Below this are three names.
List the flags being flown at the time your photo was taken: Top (Center): U.S. Flag
left (Outside): State of Maine Flag
Right (Outside): Maine Maritime Academy Flag
Right (Inside): Could not be determined.
