The Wells Fountain was funded by William Henry Wells, a New York businessman who was a native of Brattleboro. Wells Fountain was designed by William Rutherford Mead, sculptor, and was dedicated on October 11, 1890 on the front grounds of the E. J. Carpenter Villa.

In 1933, the villa was demolished and replaced by a gas station. The fountain was then isolated in the middle of a traffic circle. In 1986, the fountain was moved twenty feet from its original site to its present location downhill and south of the Windham County Courthouse.

The Wells Fountain is in the center of a circular plaza surrounded by granite benches. A 13' by 11' by 8' polished granite fountain rests on a 2' high by 25' diameter granite base. The fountain consists of a circular basin with a smaller vase-like basin inside. On the north and south sides of the large basin are a pair of lion head medallions. On the east and west sides of the large basin are a pair of Corinthian columns which support a large lintel which overhangs the fountain. An electric lantern hands from a decorative iron support attached to the lintel.
