Small pocket park in a string of buildings on Broad Street. The park opened in 1999. The mural was completed in 2013 by Keldon Wyrick of Texarkana.

Mr. and Mrs. Dowd operated a furniture store at the location of the Pocket Park. The building was destroyed by a fire. In March of 1994 the Texarkana Board of Directors acquired the property by transfer of deed. In October of 1998 the property was designated as a park with generous donations from Bobby and Sue Dowd, Leadership Texarkana and Business Owners for a New Downtown.
