Port Kells began as a rural district centred around a railway station on the original alignment of the Great Northern Railway linking New Westminster and Bellingham. The library is housed in a former post office building from the 1960s.

This is a small library branch of the Surrey Public Library. The building is a former post office building dating from the 1960s. This rural district is now being surrounded by development. To the north is an industrial area on the other side of the Trans-Canada Highway. To the south is the fast increasing development along the Fraser Highway. To the east Langley's 200th Street corridor is increasing in density. It leaves the question as to the fate of this small library with growing areas around it.
