This bell was created to celebrate the 30th anniversary of the twinning of the cities of Victoria and Morioka, Japan. Six delegates from Morioka - including the mayor - participated in a ceremony on May 19, 2015 to gift the bell to the people of Victoria.
Embossed on the bell is the following text:
In gratitude for our enduring friendship
We present "The Friendship Bell" to the people of Victoria
