Two plaques mounted on the base of the clock describe its history:
This clock was donated by the Vancouver Mandarin Lions Club and the South Kowloon Lions Club (Hong Kong) to commemorate the twinning of the two clubs. The Lions Clock was donated to the Vancouver Board of the parks and recreation.

The Vancouver Pacific Lions Club, an all women's Club of District 19A, was chartered in May 9, 1991. The Club's projects concentrate on the welfare of seniors, women and children.
We are honoured to partner with Vancouver Mandarin Lions Club in the restoration of the Lions Clock.

The clock was designed and built by horologist Raymond L. Saunders of Landmark Clock International in Vancouver. It stands about 12 feet tall on a narrow base surrounded on all four sides by plaques in both English and Mandarin. The clock is mounted in a burgundy-coloured housing with the shapes of two lions on the sides and the Lions Club logo and motto - "We Serve" - at the top. The clock face is white with a gold-coloured ring around the edge and black Roman numerals, tick marks, and hands. At the time of this visit, the clock was displaying the correct time to within a minute.
