The staff at St. Paul's Hospital were finding that approximately once a month, a newborn baby was being left in unsafe conditions at or near the hospital. In response, the hospital began planning for the creation of Canada's first safe surrender site in 2008. On May 3, 2010, the Angel's Cradle opened just around a corner from the main entrance to the emergency department of the hospital.
The site consists of a small door in the side of the building in a secluded corner where mothers can have some privacy. Beside the door are some brief instructions and contact information. Thirty seconds after a baby is placed in the cradle, an alarm will sound to alert hospital staff that a baby has been left. Vancouver Police have agreed not to pursue mothers and to treat the site as a safe haven, unless the baby was abused or otherwise endangered.
Since the creation of the site, two babies have been left in the cradle: one in July 2010 and one in the summer of 2013.
