This sculpture was created as part of the "Orcas in the City" project in 2004, where dozens of blank fibreglass orcas were painted by local businesses, displayed around Greater Victoria for several months, then auctioned off for charity. This one, named "VictoriOrca", was sponsored by Scotiabank and was auctioned off for $6,500. The orca is decorated with a group of people waiting for a bus in front of a colourful neighbourhood.
