*Abraham Lincoln, the sixteenth president of the United States, appointed WIlliam Gilpin to be the
first govenor of the Territory of Colorado. Govenor Gilpin signed the bill to establish the
University, with sixteen trustees, on November 7, 1861. Ulysses S. Grant, the eighteenth president of
the United States, appointed Edwin M. McCook to be the fifth territorial govenor of Colorado.
Governor McCook signed the January 25, 1870 act amending the 1861 law adding five additional
turstees. The first meeting of these Territorial Legislative appointed the BOard of Turstees, of whom only
these seven attended, was held at the Boulder Courthouse on January 29, 1870.

*Junius Berkeley, Esq., a Boulderite and the son of Judge Granville Berkeley, Sr., the first president of the Board of
Trustees, 1870, was elected regent and was selected to be the first secretary of the six-member Board of Regents
with University President Joseph A. Sewall as chair. Junius Berkeley was secretary 1876-1878 and 1878-1884.
A full time secretary, Frank H. Wolcott, was appinted in 1909 by University President James H. Baker and
served until 1941. In November 1972, a Colorado constitutional amendment was passed increasing the board to
nine regents, with the board choosing its own chair. The Secretary of Regents position became a board appointed
position. H. H. Arnold, Esq., the first secretary appointed by the nine-member board, served 1973-1992.
