This stone column is set at Wawel Hill, Krakow's complex of fortifications that includes its castle and cathedral. It has the following engraving:

"KOLUMNA USTAWIONA W ROKU ODZYSKANIA NIEPODLEGLOSCI 1918 PRZYWROCONA W ROKU JUBILEUSZOWYM 2000"


which Google translates as:
