This bridge has a Bridge Closed sign and signs telling pedestrians not to use it. There are some efforts to restore it for at least pedestrian use.

"The Lake Street Bridge was closed in March 2011 due to damaged concrete that supports steel and rubber expansion joints. In May 2011, the city announced plans to reopen the bridge to pedestrian traffic only, although it was expected to remain closed indefinitely because money was not available for that project."

Elmira (WENY) - The Lake Street bridge in Elmira has been closed for more
than a year now. That could change, at least for pedestrians, if the city of
Elmira gets money from the state to help fix it up. City officials are
looking for funding from the Regional Economic Development Council. City
council has two bids to fix the bridge. One plan makes it a bridge for cars,
the second a pedestrian bridge. The city applied for a $2,000,000 grant, and
plans to put up $500,000 for either project. The Elmira Mayor Sue Skidmore
favors a pedestrian bridge.
"So what were looking at design wise is thinner, has different guide rails
on it because you don't have traffic. It's pedestrian and light weight, were
looking at having a bump out on it so you can fish from the bridge, put
picnic tables along it. You know we have an idea what it is.""
