This of course depends on who is doing the measuring. According to the Council on Tall Buildings and Urban Habitat (CTBUH) the authority on height since 1969 it is the second tallest.

The CTBUH states the height of a building must be measured above the "level of the lowest, significant, open-air, pedestrian entrance". San Jacinto's entrance is on a stepped terrace. The "official" height of the monument therefore is a mere 552 feet (168.2 m) from the first floor to the top of the beacon.
That said it is still a magnificent sight and it has it's own reflecting pool. The museum at its base is filled with interesting displays from the Texas War of Independence. A short walk from museum brings you to where Santa Anna was captured.
The Museum is closed Thanksgiving Day, December 24, and December 25.
