In Portland, along Back Cove, there are many scenic opportunities along Baxter Boulevard and the recreational trail along the shore, including this location that has a view of downtown Portland on a hill.
There is a parking lot within Payson Park along one of the feeder roads. From there, walk to Baxter Boulevard and turn onto the path, going west. This shot was taken from the milepost marker which had a 2 on one side and 3/4 on the other.
The center of Portland is built on a low hill. On the left side the spires of the cathedral are visible. Further right are the buildings in the center. Further right and close to the water are the buildings of the Portland campus of the University of Southern Maine.
