The Memorial was designed as a work of love by Mr. Harry Sheaffe, of Bowral, bears a four-faced clock and occupies a prominent position in the main street opposite the former Post Office. It cost £300, of which Wingecarribee Shire Council provided £100, and the balance being raised by public subscriptions from friends and admirers of the late Dr. Alcorn.
Dr Alcorn was held in high esteem in the community of Moss Vale and through the district. His distinguished service during the war was in keeping with his whole life. More than most men, he found pleasure in serving his community without regard to creed or station, and so won a high place in the affections of all.
Mr. Franklin was the contractor for supplying the memorial clock to be fixed in the monument. The clock was to be be electrically controlled, and fitted with a battery, which will be automatically charged, and will commence to function immediately there was a failure in the electricity. The battery was of sufficient capacity to operate the clock continuously for 30 hours.
The clock has been painted cream with a burgundy cap and pillar trim. A white clock face is accented with black trim, time marks and hands.
