"Mounted atop a square column is a standing figure of a Civil War soldier dressed in his uniform, wearing a coat with a short cape. He holds the barrel of his rifle at chest level with both hands, the stock resting by his proper right foot. The lower base of the monument is graduated and multitiered, and ringed by a walkway."
