This area of London used to be the Royal Docks and they stopped handling cargo in 1981. Since then the ExCel exhibition centre has been built here as well as London City Airport. The sculpture is intended to remind visitor's of the history of the area.

The stainless steel plaque attached to the sculpture tells us:

"Landed"

This sculpture has been erected as a tribute to the history of the
communities of the Royal Docks and the men and women who
worked there from 1855 - 1983. Funded by a charitable appeal
supported by the Royal Docks Trust (London).
