This gentleman is considered the "pioneer" who promoted these fabulous waterfalls for tourism purposes.

This monument to Frederico Engel boasts that he is a "tourism pioneer" for the waterfalls, apparently having increased the tourism component of the waterfalls to boost the economy and also to bring attention to these waterfalls. They are now world famous, and an enormous destination location, showing that Engel's efforts were successful.
The Geocache "Frederico Engel" GC3FMPF indicates he was "A man of German heritage who fought against the privatisation of the falls. Find him and shake his hands." From this statement, I gather he was passionate about keeping the waterfalls accessible to the common man and not just for commercial reasons. Since the area is now a National Park, it appears he was successful in preventing th park from becoming privately owned.
