This monument is a memorial to former Jacksonville City Councilwoman Pat Lockett Felder (living) and 56 legends (deceased) of the black community of Jacksonville, Florida. The memorial includes a relief of the Councilwoman.

The memorial includes a relief of the former City Councilwoman's face on the front of the granite obelisk. Beneath the councilwoman's likeness is the following inscription:

There is nothing inscribed on the back of the monument; however, the two sides of the monument are identical and list the names of 56 deceased men described by the Councilwoman as "legends." According to Locket Felder: "They aren't necessarily famous people, she said, but people who took care of their neighbors by doing good deeds such as offering them food or clothes, even when the recipient had no money to offer in exchange." -- Source

"The $9,000 monument is the centerpiece of a small park she created there called Legendary Park. It's to honor the people she thinks have made a difference in her East Jacksonville district.

Councilwoman Pat Lockett-Felder (left) with her supporters at the obliesk in Legendary Park. The monument bears her likeness and names of legends of the black community in East Jacksonville. The councilwoman said that it was not her idea to put her likeness on the monument. Rather it was the idea of a constituent.

The obelisk and park, which were dedicated May 13 [2005], cost $160,346, according to the city's Parks and Recreation Department. Lockett-Felder paid for it with the $1 million that she and each of Jacksonville's 13 other district council members received from the Better Jacksonville Plan to spend on parks in their districts."
