This is the only zinc headstone within Gray Butte Cemetery, which contains almost 350 internments. Jefferson County Buildings and Grounds Department maintains this cemetery, which began its roots in the late 1800s as part of Haystack Grange No. 495. They deeded the cemetery to the county in the mid-1980s.

Interestingly, Sarah Stephens' name resides on a sibling's zinc headstone, along with her husband's name (who has his own zinc headstone) at Roberts Cemetery in neighboring Crook County.

Zinc headstones are pretty uncommon in the western states so it's always a nice discovery when we locate one.
