This special tree is located with a good number of other dedicated monuments in the Flame of Hope Memorial Park on Oceana Blvd in Virginia Beach. It is very close to the Flame of Hope Monument which is also dedicated to the prisoners of war of South East Asia. This dedication happened on December 10, 1972.
If someone has more information about the dedication of the Tree Of Hope, I will be happy to integrate it in the long description of my waymark.
There is a sign at the base of the tree, here is what it says :
