Leona Matuszczak's website tells us about the art/seats:

Leona Matuszczak designed and built a series of site specific
‘Sculptural Seats’ for Mile End Park.

Designed, Built and installed by Leona Matuszczak in 2006.
Materials: Polystyrene, Wire Mesh, Cement, Masonary paint.
Each seat Approx – L: 1m, W: 1m20, D: 40cm.

This installation was designed in response to the “ArtsPark” section of Mile End Park, which was bare, in need of colour and a place to for people to gather and appreciate the lake. The installation was inspired by stone circles as landmarks and sacred spaces. The actual forms were inspired by the human form and the cat form but they can really be whatever you want them to be! You can often find people having picnics on and around the seats in the summer and local schools bring their pupils to play on them all year round.

“The Seats were exactly what the Artspark needed!” - Michael Rowan, former Director of Mile End Park – now Director of all Parks in the Tower Hamlets Borough of London.
