The sculpture stands in the Albert Dock area of Liverpool. Liverpool docks were a large industrial port until they declined in the 20th Century. After years of dereliction the port area was regenerated in the 1980s. These days the area contains new offices, and apartment blocks. The old docks themselves have now been renovated and are a popular tourist attraction.
This sculpture was erected by the Liverpool Retired Carters Association and a notice board gives the following information about the sculpture.

This monument commemorates the 250 years service
of the working horses of Liverpool.
Hauling goods betwen the docks and warehouses,
the horses worked in all weathers. During the Second
World War Liverpool carters and their horses ensured
the flow of food and fuel through the port.
The carters were renowned for their handling skills
and the phenomenal weights they hauled. Liverpool
horses were considered the best in the land and their
contribution to the economy of the city was immense.
Members of the Liverpool Retired Carters Association
fundraised for 12 years to erect the monument in
honour of the Liverpool working horse.
It was unveiled by Lord Mayor, Cllr Mike Storey CBE
on 1 May 2010.
