The bronze plaque includes a relief portrait of Tarasas Ševcenka. It was created by Ukrainian sculptor Anatoliy Semenovych Fuzhenko in 1997. The following text is to the right of the relief portrait (the first line of text is in Ukrainian and the waymarking site will not accept it so it is not included; the remaining text is Lithuanian):

"Vilnius… brangus
mano širdžiai…"
Vilniuje 1829-
-1831 m.m. gyveno
ir kure didysis
Tarasas Ševcenka

[ENGLISH TRANSLATION]
"Vilnius… dear
my heart…"
In the academic year
1829-1830 lived and
worked in Vilnius
the great
Taras Shevchenko

The following information about the poet is from Wikipedia (visit link) :

"Taras Hryhorovych Shevchenko (March 9 [O.S. February 25] 1814 – March 10 [O.S. February 26] 1861) was a Ukrainian poet, writer, artist, public and political figure, as well as folklorist and ethnographer. His literary heritage is regarded to be the foundation of modern Ukrainian literature and, to a large extent, the modern Ukrainian language. Shevchenko is also known for many masterpieces as a painter and an illustrator.

He was a member of the Sts Cyril and Methodius Brotherhood and an academician of the Imperial Academy of Arts. In 1847 Shevchenko was convicted for writing in Ukrainian language, promoting independence of Ukraine and ridiculing members of the Russian Imperial House."
