This work was part of a project known as Streetcar Named Inspire...with many "streetcar" sculptures designed by different artists.
This website from 2009 (visit link) indicates that all the works have now been auctioned off...and this one apparently landed at the Hilton Riverside.
It is colorfully painted with the most prominent image being a trumpet player in outline form.
The artist is Reggie Ford.
