Emma Hoover was a member of the Woodmen Circle. Her husband J.W., outlived her by 18 years, and his headstone is not a WOW marker.

Emma Hoover has a traditional tree stump headstone, mounted on a granite cube with the name HOOVER engraved. This cube is then mounted on a concrete base. The seal is of the Woodmen Circle, and the inscription on the scroll reads:
Emma Hoover
Wife of
J.W. Hoover
Born Dec. 9, 1852
Died Nov. 1, 1911
At rest in Jesus arms
On the Find a Grave listing for Emma Jane Jones Hoover, we found this interesting anecdote, submitted by the memorial manager, Shirley Bray:
"Long, long ago, Emma's tombstone had a photo of her near the top where you see the square indentation on her stone in Joan's more recent photo. The old photo shown was found in the bible of her step-daughter-in-law, Allie Hoover. You can see an oval photo in the square indentation of Emma's stone. There's been no photo of Emma's stone as far back as I can remember (about 1960) though so it's been gone a lot of years now. I suspect the old photo was taken shortly after Emma was buried because of the lack of grass on the grave and it looks like it's still mounded, also there are few other stones in the photo."
