This fountain is part of the walking tour of Oxford.
"A fountain with two tiers, a small basin on top with a slightly larger basin below. The larger basin is decorated on the outside with owl's heads. A vine motif decorates each basin. The base of the fountain represents a tree stump. The fountain is placed in the center of a circular pool. Originally, the fountain had three tiers with three storks grouped around the base spouting water into the pool, and one stork at the top spouting water into the air. During renovation, the storks and one basin were removed."
