The Portsmouth Town Hall is a single story framed building. The entrance is centered between to ells with classic pediments over a grouping of three windows. The roof in a multi hip style roof. There a twin chimneys of the main part of the roof completing a dynamic front façade.

Portsmouth was settled in 1638 by a group of religious dissenters from Boston. The original Indian name was Pocasset and was named Portsmouth in 1639. Lieutenant Colonel William Barton of Rhode Island captured General Richard Prescott in Portsmouth during the American Revolution, which was a significant event. The Battle of Rhode Island as fought here, which was comprised of mostly African-American soldiers. Portsmouth is the headquarters of US Sailing, the National Governing Body of Sailing in the U.S.
