The plaque says, "The Women's Individual Road Race was the first event of the 1984 Summer Olympics and the first time women's cycling event was included in the Olympic program. he race was held at 9:00 am on Sunday, July 29th 1984. Jeannis Longo-Ciprelli of France was considered the favorite with Connie Carpenter-Phinnery and Rebecca Twigg, both from the United States, as close competition. The final breakaway in the race came midway through and included Lougo, Carpenter-Phinnery, and Twigg. Rebecca Twigg, known for her sprinting ability on the race course, was favored to with the sprint during the race. With less than a kilometer to finish, Longo and another race participant collided and Longo's bike chains came off, eliminating her and leaving only Rebecca Twigg and Carpenter-Phinnery to finish the race. Twigg led the sprint, but Carpenter-Phinnery caught her and used a "Bike-Pumping" techniques she had learned from her husband, who was participating in the Men's Olympic Individual Road Race to win the race by inches."
