Blairmore's first town council met in November 1911 in the Budd Block, upstairs in what later became the One Big Union hall. The OBU was created in 1919 as a dynamic alternative to the United Mine Workers of America, but failed in 1920 due to opposition from both the UMWA and mine owners. Downstairs was J. G. Saad's dry goods store and the Alhambra Club. After the Budd Block burned in 1922, Angelo Brunetto replaced it with a fireproof building. Brunetto's confectionary was on the west side until 1924, followed by the Great War Veterans Association. The east side held Blairmore Cash Grocery, then the Miner's Grocery in 1923 and Star Bakery in 1924. Pete Colombo operated the People's Bakery and ice cream shop on the left side from 1928 to 1941, and also ran a cabaret on the right side from 1931 to 1937.
